Change to low-carbon needs bold leadership

The 2007 election is now seen around the world as the first-ever "climate-changed election". While few will doubt that the groundswell of public opinion may have been decisive in the eventual outcome, many pundits are now viewing the outcome as a virtual referendum on climate change leadership.
