As the international climate change negotiations edge closer to the critical UN climate change conference in Copenhagen in December 2009, there is growing pressure for countries to signal their commitment to significantly reduce greenhouse emissions. Some industrialised countries, including Australia, have declared their willingness to accept stronger emission reduction targets if major emitters from other developed countries and the developing world also commit to stronger action.
