The Climate Institute has prepared a policy brief that outlines the key tests that will determine whether the UN climate talks at Copenhagen are a 'success' or a 'failure'.
The world is not on track for a ratifiable treaty but Copenhagen is critical to laying foundations to enable us to reach this ultimate goal.
